Building a Procurement Approval Plan

Greetings!
The Requirement is to create an approval work flow through which a Request travels from creation until procurement.
The stages of approvals include the below:
• The user Submits a new Requirement (could be a project or purchase)
• The submitted Request is assessed by a team based on a set of conditions
• If the assessment team requires more details the Request is sent back to the user asking more details
• If the Assessment Team approves the request – the user gets a notification and the request is moved to the next level of approval.
• Similarly there are four levels of approvals required until the request reaches the final level of approval
This is similar to the Candidate application Management in the HR Portal.
The duration is 20 days Max and the Budget is 8000 INR using Sharepoint online and Powerapps.
