Automate Monthly Email & Excel

I’m working in an Office 365 environment and keep a single Excel table that lists every recipient’s email address (one per row) together with the date their next update is due. Each month an Outlook message must go out to everyone on that sheet. The email includes an embedded form that lets the recipient enter one or more numbers; those values must write straight back into the matching row of the table. If the person submits again before the cut-off date, their earlier figures should be overwritten. After the deadline, the flow should ignore further edits—or log them to a separate sheet, whichever is simpler to implement.

What I need from you is a cloud-based Power Automate flow that:

• Pulls the current month’s rows from the Excel table and sends the formatted email from Outlook.
• Hosts the number-only form (Microsoft Forms, adaptive card, or another native option) and routes each response to the correct row in real time.
• Enforces the overwrite logic up to the specified date while preserving historical data after that point.
• Runs entirely inside Office 365 with no on-prem connectors.

I’ll consider the project complete once I can run the flow against sample data, watch the emails arrive, submit the form, and see the Excel file update exactly as described.
