kubernetes based postgres webapp -- 2

Need a kubernetes deployable app (manifests) to install
- postgres db
- a web UI with ingress service to create/update/delete records in DB
- user configuration for admin and non-admin users

The app should be deployable via helm with manifests as part of the template folder
Also an operator based install which should be distinct from helm deploy but with same features

An additional key requirement. The docker images used should be custom images and each image should include following packages/utils

Curl
Wget,
openssl,
telnet,
Tcpdump,
Jq
Iputils
Lsof,
Nslookup
Git
Lftp or any ftp utility
