Use Open AI api to create embeddings from pdf documents and store in postgres vector db

I am looking for a developer who can use the Open AI API to create embeddings from PDF documents and store them in a Postgres vector database.

Specific requirements for this project include:

- Using the Open AI API to extract embeddings from PDF documents
- Storing the embeddings in a Postgres vector database
- Be able to use API to do search and return API results
