Setup a pipeline for sharing production postgresql database securely with developers in development

the title says it all - we need a way for developers to access production data in development without having to share sql files.
Some ideas may be:
- a simple way for creating mock user data but persisting the "usage" data
- a way to "pull" from a database if developers have permission
