Python expert refactor code

Hello, I'm looking for an experienced Python developer to refactor some of my existing code in order to improve performance. To that end, I will provide the existing code, including data structures, and any other context information the developer might need.
The primary goal of the refactor is to enable importing data with the XML format (SOAP API). I'm confident that with the right approach, this can be done in a timely manner while optimizing the performance of the code as it is currently slow.
Please do not bid if you are using any AI tools as this can be checked and tested against, this needs intelligent process to improve the code not inacurate AI driven code...
