Build me Patient ( this time a car ) Management Windows App

Hello , i need a car management dekstop apps for windows , based on postgresql
its something like a patient management in hospital , that can manage when he come , what he do , and print his latest card
i have time consuming creating this card :
at the maintenance card , the upper is the old card , when i need to change the first table on the upper left , i must rewrite everything ( the other data ) , and give the card to my customer
the bottom card it the new one that i give to my customer
everytime he come , i ask him what should i do , i change that i need at the new card , and rewrite the other data that not changed.
i have a view concept in my mind on how should it looks , on 1 august , and 1 december
on 1 august , they do engine oil
on 1 december , they add their brake fluid

It record everything , and update the service to the newest
It event record the notes that I write on that day , so I can remember any note before
On the bottom right table is what I input about services , the services is typeable , auto complete , but if it has not have it before , I can create new there with just write it
Material used is linked to the inventory , if not , I can create it new , but it must have a sign that the material is not from me ,
The odometer is I write
And I link this car / job / to the mechanic
The notes table , and scrollable to the first record they have
And then I can the latest car maintenance data to the card , and print it , give it to the customer
on the bottom of the printed maintenance card should have QR code / barcore that containt customer id , so when he come , i just scan the id / type the plate number to open his car data.
At the end of the day , I can have report about the mechanic , for example , mechanic Jeffry , what he do today , how many car he do , and how much the commission I need to pay that day based on the product he use and what he do
i have the product on odoo , it use postgresql , it will be nice if it can use the product data from there , so i will not need to input , but if it troublesome , it's okay for me to reinpute the new data for this apps
and this apps should work on several computer , so we can word and create the card together for different car
