Blazor WebAssembly (long term project)

Hi!
This is going to be a real long term project (planned initially to last over 4 months, will take probably more than 18 months!)
The first phase is thought a test phase we have to define together.
The project aims to create a Blazor WebAssembly App that will be hosted in our Server, and will be accessible within our network over WebBrowser by a large number of devices (computers, tablets and mobile phones) mainly with Linux OS but some of them also with Windows and others with Android OS.
Therefore the App must be adaptive to the different clients!

Therefore, I really need someone who is:
- well versed in the different matters involved in the project
- commited with the project and eager to delivery a very good job
- who will respond in time to my questions and needs
- who can dedicate at least 10h a week to the project, always!

The App will
- read from different DBs (PostgreSql, MariaDB and TimescaleDB) though EntityFramework, and will represent queried data on a Grafana Dashboard.
- use Oxyplot to represent some special 4D data, please see the scheenshot attached to the project.
- have to have very low latency: it **must**must** be as quick as possible generating the graphics, therefore special attention to the design and DB access layer must be cared.

Must master:
- C#.Net Core 3.x as programming language (pattern can be MVC or MVVM)
- Blazor WebAssembly App
- MudBlazor UI components
- EntityFramework (access to PostgreSql and MariaDB)
- Grafana for dashboards
- PostgreDB, MariaDB
- Git (BitBucket desired)
- Pipelines (Continuous Integration)
- Testability (UnitTests etc)

Nice to have:
- Knowledge of Zabbix (a Computer-Monitoring program with statistical results sent to a MariaDB)
- Oxyplot for graphical representations
- TimescaleDB
- Jira (it will be used for organisation of the project)
