Management and development of Joomla based site for eLearning. English to Portuguese translation. Marketing skills optional. Time zone requested: Brazil Sao Paulo or Rio de Janeiro

My Joomla based website is already live and functioning, however I am looking for a freelancer to take it to the next level. I am looking for a freelancer with some experience in eLearning platforms (preferred but not necessary), as well as a fluency in both English and Portuguese (required). I am looking for someone from either the Brazil Sao Paulo or Rio de Janeiro time zone. The project includes the development of custom functionality, as well as the translation of English content into Portuguese. I would also like the freelancer to have some marketing skills, although this is optional.
