HR Policies

I am looking for an experienced professional to help me create a comprehensive HR policy covering employee benefits from scratch. While I have some specific requirements and guidelines I'd like the freelancer to follow, I am also open to incorporating their judgement to develop a policy that best fits my organization's needs. Being familiar with industry best practices in the development of employee benefits policies is also preferred.
