revamping a current existing plugin

i'm looking for something like worldguard extra flags/ worldguard block restrictor but updated. the current versions of those plugins aren't compatible with 1.17, and for my server i'd like if players could only break/ place signs in my set regions but not anything else. i dont have a set time frame, hoping for it to be ready with in 1-4 months but im not in any big rush
