Simple Ladder Logic Program for car wash subscriptions

Below are the program functions needed to remotely turn on a car wash via a URL or app. Using a Click PLUS Plc. 1. Customer pulls up, opens APP or URL and scans QR code adjacent to the car wash’s pay station.
2. APP sends a xml message based on customer’s subscription type onto server with only a single number wash numbers 2, 3 or 4.
3. PLC receives the number and activates the corresponding wash output 2, 3 or 4. (We do the wiring inside the pay station and wire from the outputs to the terminals.)
4. Then, 2 seconds after any wash number is received 2,3 or 4, output #1 (the TOKEN signal) turns on for 1 second. (Activating the Token signal mimics a customer's payment)

IMPORTANT: The PLC is always ‘pinging’ the server every 10 seconds 24/7 looking for a wash number. Plus, because the voltages can be different in some pay stations between the outputs 2,3, 4 and the Token Signal, the PLC needs 2 commons just in case the voltages needs to be separated.

Lastly, I understand this program only needs about 8-10 rungs in the ladder logic.We are running a windows program on the server and the plc only needs to /receive a single number 2,3 or 4. Not sure if this requires some other protocol between the PLC and server.
