PLC expert for simple timer project

We have a simple PLC project that we need help with. Our project involves one input and one output, a 12 volt motion sensor and a 12 volt pump. We purchased a "Smart Relay" by IDEC which is basically a PLC with relay outputs. Our project involves two timers that the end user can enter the desired timer parameter. It sounds very simple but we do not have the technical skills required to do the programming. The Smart Relay uses IDECs own software and there are not many resources available for beginners with this software. We feel that a PLC expert could do the programming in less than an hour or 2. Ideally, I would like to watch the programming via screen share. I don't think most PLC experts will have the IDEC software. Here is the sequencing of our project:
1. motion is detected which will trigger the program
2. after the last evidence of motion is detected, the timer waits for example 30 minutes (user input wait time)
3. after the 30 minute wait time, a pump turns on and runs for a few minutes (user input run time)
4. the program resets and waits for the next detection of motion
Our project would be part ladder logic programming and part tutoring. Our staff has good knowledge of electronics but we lack anyone with PLC programming experience.
