Collect data from plc and digital counters

We've multiple devices that count manufactured product at different stages at a plant. Most are some sort of light sensor that connects to digital counter, counting products as they move thru conveyer belt. Rest are complex machines (e.g., Sightline) with PLC. I need someone to help me build a solution that can take counter data from this device and transfer it to cloud. I'm thinking Raspberry Pi connector with wifi, but open to other solutions.
