TIA Portal v17: Password Policy Fix

I am facing an issue with the TIA Portal v17 Wincc RT Advanced where the password management system is not enforcing the password complexity rules as per the set policy.
In TIA Portal Runtime Settings under User Administration, when we enable the options for password complexity requiring "Must include numbers" and "Must include special characters," the system accepts passwords without alphabetic characters. For example, a password like 1234567@ is accepted, even though we expect the password to include alphabetic characters as well (e.g., Abc@123).
Our requirement is to enforce passwords that include:
At least one uppercase letter,
At least one lowercase letter,
At least one number, and
At least one special character.
