Software Design

I need someone that has PLC experience as well as software design. I will be using either Siemens or Allen Bradley for PLC. I'm going to launch a business using water vending machines. The machines will be controlled by the PLC. I need software in order to communicate with the PLC to remotely keep track of every sale done at my vending machines. Also for diagnostic purposes in case any malfunctions are reported by the PLC. I need to monitor all this remotely. Also want the software to allow customers to sign up for a membership and they will get perks depending on how much water they purchase.
