PLC program development for a water treatment plant

I am looking for an experienced freelancer to develop a PLC program to control water flow in a water treatment plant. I have the specific parameters for the water flow control and the model of PLC being used is Siemens. The project requires expertise in developing PLC programs for water treatment plants. The successful candidate should have experience with Siemens, as well as working in water treatment applications. All project deliverables must meet the highest quality and safety standards. The relevant components to be used in their design, such as sensors, valves, controllers, etc., will also need to be considered in the deliverables.
