Create a PLC program to control a Locomotive Auxiliary Power Unit.

I am looking for someone to help in a project building some Locomotive heating systems.
I would like to hire someone to help create a PLC and HMI program for my system.
The PLC being used is an IDEC FC6A-C40R1DEJ and the HMI being used is an IDEC HG2J-7UT22TF-B-ND.
I don't have the time right now to make the program myself so I am looking for some help by outsourcing this work.
The program will need to do the following: (This is just a overview)
-Start, monitor and stop a diesel engine based on various inputs and parameters
-Start and stop a diesel burner based on various parameters
-Monitor J1939 data from diesel burner and display data on HMI
-Show various system parameters and details on HMI
-Send email or SMS notification via IDEC web server system
