Planing consent for a touring caravan park

We are a private boat club that also has 5 touring caravans that are onsite under a license exemption certificate. We would like to have planning to allow 12 yearly pitches and 8 guest touring caravans for seasonal use. We have done a pre-planning application and came back that we are on a flood zone, so we might be refused, however, the ordinance survey information is incorrect and we have since had a full site laser survey to show where the caravans will be, does not flood. Looking for someone to undertake the planning application on our behalf.
