wordpress and woocommerce website speedup and plugin repair

Our website which is build on WordPress and woo commerce has become very inefficient and is extremely slow. Our current devleoper is has retired so we are looking for a new developer. We need a developer to update the plugins and then determine which plugin can be delete. Currently the site has 46 plugins, so of which are not being used. We need a developer to go through the plugins and delete unnecessary plugins and look at why the site has become inefficient and slow. We need someone to start within the next 24 hours.
After the fix is implemented and the site is running efficiently we would like to have a maintenance program put into place where all plugins are updated and the site speed/health is checked every 3 months (separate project) as keep the candidate as our permeant developer.
