wordpress plugin or php code

Looking to build single page php script with the below features.

1. not visible to the public
2. Run it in the background using cron schedule
3. connect this script with woocommerce using API or within the wordpress
4. apply to selected order status only, scan orders notes, there is a pattern on the order notes to determine courier tracking number.
5. add this shipment tracking number to the meta field and mark the order completed.
