website with user login map solutions

I need a web-based map solution where you can search for addresses and get regular info as in google maps. We work with road maintenance so we want a solution where we can mark roads and write notes. If, for example, sweeping has been carried out in the spring, I can mark the relevant stretch of road on the map and write a note "Anders has swept this piece with a Volvo truck". then the current path is marked with my color filter. There must be different users who can log in to both see and make these changes.
Must be mobile / tablet friendly.
