website php laravel downloader from envato elements using auth cookie

I am looking for a website developer with expertise in PHP and Laravel to create a downloader from Envato Elements. The downloader should have the following functionality and requirements:

- Ability to download single files from Envato Elements

if package 20 download per day and he only download 12, tomorrow 12 reset to 0.

- bypass captcha google using https://2captcha.com/, because when download a lot the captcha showing

- result download is preview file with button download and license
note download file have expired.
