A web portal for approval flow

The portal is for internal company usage and should be able to do the following
1) import existing user database from sql database
2) user role for approval and admin
3) Requester can load training information and choose user to attend
4) Head of department to approve user to join
5) CEO to approve after HOD approval
6) Submission of training evaluation
7) Claim request and approval, user--> HOD-->CEO--> Finance ( Upload files)
8) user able to check training list and submit request to attend training
