web interface for complex weighting adjustment

I have excel file with formula ( and explanation ) of weighting adjustment of a survey.
I want to create a web interface that I can upload survey data and specify weighting adjustment variables , and it can calculate according to formula the survey results .
Weighting adjustments are commonly applied in surveys to compensate for nonresponse and noncoverage, and to make weighted sample estimates conform to external values.
