web app chat for 400 users in real time with login

The web app must allow private or public chats using a server like twilio or similar for 400 users at the same time (free choice for the server but must allow these numbers without crashing).
Functionality:
1-login form with entry of email address transmitted to our CRM to url which will return permission to access the chat and user data (name, logo, type, etc.)
2-in case of denial of point 1 link to registration on an external form in our CRM
3-list of people present in chat divided by type
4-public text chat
5-private chat
6-in addition to the operating menu, provide menus with static links to URLs defined by us
7-image and text home page editable
