visitor management/card holder database mag stripe badge

We're looking to create a web/mobile app, interacts with new users to create a badge (mag stripe encoder/writing, qr codes, etc), ability to import/export card holders (works with peoplesoft and ms sql). Ability to send mobile credentials and interact with hardware.
