telemedicine website booking with video

Good day,
I like to build a telemedicine website with booking for video call, do not apply if you never implemented video call booking I need someone who to come with solution not asking me question to to complete the project.
Please read the requirments before.
1.Platform Wordpress in English and Romanian languages
2. Between 20-50 bookings per day
3. Video call enable
4. E-mail notification reminders for booking
5. Pacient interface
6. Doctor interface
7. Admin interface.
8. Pacinent option to upload medical files visible for doctor and patients
9. Free third party platform option for video\audio call
10. Waiting room before videocall\booking starting.
11. Payment enbale on completion of booking.
12. Option for online and offline payment.
