telegram Plugin needed

We need someone who has experience creating plugin for telegram. Plugin must be able to populate on update (post that are auto- generated) - once we hit update multiple post will populate on telegram and create a post published by a auto import. Must have a small interface to say what is included in the post - feature image and content for example. Interface must also have the ability to get name of group and token.
