streaming IP TV service

there are many streaming tv services out there that offer local TV, movies, PPV, etc. via amazon firestick or web browser. I am looking to setup a similar service and need someone very familiar in this space to develop the solution for me. i would like to have this web based version responsive so it plays on mobile phones also.
