A specialist platform for one subject matter .. Similar to Discord but with added verification and security

I am looking to build a platform that will have a core focus and for particular projects. Basically a specialist area where a community can be built for one area. Not everything!
I also am looking to have verification for each account such as passport or driving license or social. Plus picture verification. There will be a need for project verification and the people managing the project.
Most aspect will be similar to Discord regarding conversation and interactions.
Willing to give a lots more detail to person looking to develop this!
