setup webhook on laptop server with my domain

who can setup my laptop as a server and make it host my own webhooks for tradingview with my domain at hostinger.com without using a vps just the webhosting and the laptop as server and add some security to it all
webhooks must be easy to change and add.
add security
laptop has windows
encrypt the message
verifiy the reciever
