rss feed aggregator

I'd like a quote for setting up a news aggregator for me. The aggregator will be self hosted and will need to be able to scrape web sites without a RSS feed.

I've attached details of the job in the attached document. The timescale is flexible. Please let me have a price but no silly numbers, please.
