radial search for tx-news and zip-code to lat/long via powermail (typo3)

I am looking for someone who can solve the following scenario in Typo3 (powermail & tx-news):
Scenario:
A user submits a form in the frontend and the data is stored in tx_news.
The published news can be filtered by category as well as by zip code plus kilometre radius.
Step 1:
- A function must be built that stores the entered German postal code as latitude and longitude in the DB in tx-news.
(The corresponding data should be available here: http://opengeodb.org/wiki/PLZ.tab)
Step 2:
The filter function (filter: category + radial zip-code) has to be built for tx_news. (see attached screenshot)
