pull csv, process data, store, and display

Looking to pull a pull data from a cURL, process it, save the results to a mysql dbase, and then display it via php/bootstrap.
I can provide a file in excel on how the data looks, and show the calculations on what needs to be presented.
Reoccurring Process:
-every 5mins pull a file (CSV or XML) file via cURL
-count records
-store in dbase with process date/time
