phpBB Forum Upgrade on Synology Server

I'm looking for someone well-versed in phpBB forum and Synology server to help fix an issue with my forum - it's not loading. Not only that, I need this individual to upgrade the forum from its current version of 3.1 to the improved 3.3 version.
Key tasks include:
- Fixing the loading error
- Upgrading phpBB to latest working version
Skills and experience:
- Prior experience with phpBB forum and upgrades
- Understanding of Synology server
