payroll salary transactions , php , ms sql server

using php and ms sql server we need the following :

we need a payroll transaction process system that contain :
1- main salary file ( daily variable )
2- 10 loan types files ( monthly variable)
3- transactions page that will link salary file with 10 loan files and start process deductions from salary .
4- reports page contains 12 report .
5- login system with previllages

parameters :
- system should have warnings and errors detection at the transactions page .
- each loan type has its own user that upload it monthly basis .
- each report will have summary shown in the page and pdf file to download
- reports are accessed by differen user .
- each time transactions are processed and its approved , there will be a copy saved in a large table .
- salary for one person is processed one time each 20 day period , shorter than that is an error .
- user to upload salary file should see summary of the file uploaded ( row count , sum of amount , ...etc)
- an information page should have search bar to inquiry a person remaining of a loan .
