payment form/integration and dashboard for service that sends text alerts via twilio api

i have a script that i use to scrape website information and then text to myself via twilio

i want to change it so that i can send the information to people who sign up to my site

1. i need a user/admin dashboard built for it
2. a payment form with stripe/paypal integration
3. the script customized to send alerts to as many people that sign up (via twilio)

i prefer this be built with laravel but if you can convince me otherwise i'd be open to hearing
