osTicket plugin - create new ticket from webhook

I am looking for an osTicket expert to configure our osTicket to create a new ticket based on an incoming webhook from Zapier.
This must be created as a plugin for osTicket that I can install on this and another site I run. It should not require manual code changes to our osTicket install.
We currently use a web form that takes the collected data and puts it into a Google Sheet. The next step is for Zapier to take the new row in Google Sheets and send it to osTicket using a webhook.
You should have your own test server with osTicket installed so you can test the plugin without access to our installed osTicket.
