order process tracking

I would like to make a web program that allows me to take orders and invoice. , and that these go through a hierarchy of processes, example:

1- The order is taken and passed to the design department
2- The design is made and goes to the printing department.
3- The article is printed and goes to the invoice department
4- The order is invoiced to be delivered.

Each department must have a user that only allows seeing the orders that are assigned to them with the permissions that are provided.
