openstreetmap project - gps location

Hello! - This is a fixed budget project! 30$! please dont waste your time asking for more.
1. Add location page
Acces camera (from the back of the phone) and acces my device location. Take photo, display it on the screen, resize (in good quality) for width 600px, put resized file in folder "/thumb", select option buttons (option 1 and option 2), UPLOAD button to insert photo in folder and add to databse name of image, gps coordinates, name of street, city, zipcode and Option value (1 or 2)
2. List locations from database, and where there is no gps location, get from openstreetmap and update the database (using street name and number). Verry important is to limit the requests and pause them so you will wont be blocked from the openstreetmap API.
