opencart 3.x html module with responsive pircures

I'm looking to have a module created that can be integrated into Opencart 3.x. The purpose of the module is to display promotions across my store, organized in a responsive grid of images. Additionally, I'd like calls-to-action to be incorporated, such as buttons for users to click through to the product page. This module should be scalable so that it can easily be adapted, for similar needs, in the future.
