I need a web developer

Firstly the background how this all came about, I am an EXPAT Brit now living and working in the Middle East, and how the need for the website came about was from my daughters, so in reality its an idea of theirs and the bad experience they had with such websites. Below is a semi fully description of how it came about.
Some months ago, I heard about this teacher who without no apparent reason collapsed whilst at school. When she was admitted to hospital it was found she had swelling on her brain and fell into a coma. The doctors could not explain this, then when her fiancée arrived, he informed them that the previous night she was suspected of been knocked unconscious for a few seconds during after school sports activities for the school. He said she had strongly denied this and people were just being silly and over cautious.
Her parents arrive in the UAE and in no time the limit on the medical insurance was almost met. As the family could not afford to continue to pay medical bills after the insurance cover stopped, the family made the decision to return back to Ireland with her. When they approached the medical team with their decision the consultant informed them the only way they could transport her safely back to Ireland, it would only be possible by air ambulance. This was another expense they could not afford and that’s when they heard about online fundraising, so they started a campaign on one of the websites.
On the first weekend of the campaign going live, I was sat relaxing and enjoying a few beers and someone said everyone was talking about how difficult it was to find the campaign, but most of all how difficult or virtually impossible it was to donate to it, if not in the possession of a credit card from Europe, UK, US or Canada.Below is a breakdown of the minimum requirements we need for the website:

All pages to be short length so not over excessive scrolling down to read all information,
Rotating picture frame to stay static when user scrolling down the page,
Sign up forms for each campaign, 12 in total as per excel spread sheet provided and must be much more user-friendly than our competitors.
Payment forms for donations to campaigns and must be much more user-friendly than our competitors,
Payment acceptance for charity gifts, we will link our website to the charity sites gift application form and when they pay for gifts off FUNDMYAID, the application will be sent via FUNDMYAID, with a % mark up for processing fee.
Easy of use forum,
Easy of use Blog,
E-commerce/woocommerce friendly

I believe the main issues with the others is: they don't have the passion behind what they are trying to provide and I want to bring that feel with our website. Faults with their websites are: limited cards accepted for donating, limited on other platforms to use to donate, long windedness of the forms process, functionality of their sites is haphazard, no personal feel from their sites, none link support to major charity organisations throughout the world or more importantly, the smaller not so well none charities so to help their recognition worldwide. All this I wont to provide and achieve on our website.
So, JUST make it better, more efficient, less time consuming, better performance and in some ways, a pleasure to use and most of all, take it to the next level.
