I need rust programmer

Looking to have programing for a start up environmental lab. I am to upload pdf reports. Clients would sign in and see their reports, pay invoice, and pull paperwork. Email notification to be sent to the customer when report is ready or a copy of the report. Lay the inter working of lims program until enough capital is attained. This same program will allow me to enter samples, enter data, and generate a report from the system. System needs to be linked to a accounting program.
