I need an experienced Vue+Laravel Full Stack Developer to Create new accounts for SMS and IP Geolocation APIs (Twilio & Ipapi)

I need an experienced Laravel+Vuejs Full stack developer to create new accounts for SMS and IP Geolocation (Twilio & Ipapi) on a development site for an already existing project, and also migrate the site to live afterwards.
In simple terms, the current Laravel+Vuejs application on the live environment is fully functional, but I want it replaced with a new account from the same API (Twilio & Ipapi). This developer must first complete the task on the development site, before it is moved unto the live site.
The tasks shall include:
Analyzing existing web application.
Create new accounts for SMS and IP Geolocation APIs (Twilio & Ipapi).
Integrate APIs with website application.
Migrate existing customer data from previous API account services.
Conduct User Acceptance Tests.
Ensure all versions of frameworks (E.g. Laravel) to build the application are up to date.
And also migrate the site to live afterwards.
Please ONLY experienced Vuejs + Laravel developers should BID and be willing to start immediately. If you complete this successfully, you will hired for further work on the same site.
