I need a coder to implement a data platform

I need a platform to collect sensors data (through a REST API) from a smart building (CO2, luminosity, temperature, etc) and stores it on a database. The platform needs 3 levels of access control (user levels) and an interface that allows any people to request data. Some of that data (sensors data) must be categorised as sensitive and need to be approved by the owner (a kind of user) to be sent, if requested. Happy to discuss further details.
