I need a Website with a specific task

I need a website where should be a dashboard for admin and for users(clients). When a user logs in he has there the search field where he puts the article number and press "Search", after that he sees the whole info about this product: price, quantity (he can + or - them), supplier and etc. After he choose the amount and save the data. After the admin (supplier) logs into the his own dashboard and sees the order, where he can make changes of it needs to and after make the invoice for the client.

P.S. Article number are searching from .csv prices-files which are on server or on MYSQL e.g.
