I need a PHP program that tells me how many kilometers from the city in the field from my city. -- 2

I would need the following PHP / Javascript program:
1. An input field where the user can enter their city.
2. After the user starts typing, the cities of Hungary will appear with the help of autofill. (Example: The user enters "Sat" and the program lists all cities that begin with "Sat")
3. Once the field is filled in (or field for an exit event or press the submit button, it doesn't matter) the program will list how many kilometers the city is from my city, which is fixed, it is not visible in the program, only the program knows it in the background this city.
It is important that the program returns the value of km to a PHP variable, because I want to perform further calculations with this value. (In the range of kilometers and the corresponding price (Example: 0-5km - 5000 EUR, 5-10km - 10000EUR)
It would be great if the query wasn’t done with the Google Maps API, because I know it will get paid after 100,000 queries, and I want an eternal program that I don’t have to pay for anymore. :)
