need PHP developer to build a lead form to lead platform

We are looking for a PHP developer to build our backend lead platform which is basic in its form but we want to have some advanced features which we will try and explain below and attached.
We want to build a lead form to backend business user platform. We will launch multiple categories for different market industries but we will start with Pools.
The idea is that we will have business users who want leads and users who want to connect with 3 Pool builders. So the user will fill in a simple form > then our platform is to match to business users by location (google maps api or similar) then we will use Twilio SMS gateway to send the matched users an sms as well as email to let them know a lead has been matched to their business. With a link to login to their account.
We will charge a single access fee to business users each month and we will use stripe for this and it will be a subscription payment monthly. Until they email us to cancel there account.
Business users can sign up and join them selves via self sign up. It is important their account status is NOT Verified until they click the link we send them automatically via email to confirm their email address.
We have bought a html template which we will use for our backend platform and we are in the process of designing our frontend homepage with the form that users will fill in.
It is important that a lead submitted is first NOT approved it will sit within our admin section of NEW LEADS which we will CALL every single lead on the telephone, speak to them and capture information that is important for our business users. We will add this detail to the lead and then give the lead a STAR rating out of 5 stars which the business user can see the rating we have given every lead. This is used to determine the lead quality.
It is important that once we (admin) give the lead a star rating, add any extra information and then APPROVE the lead it will then go through a MATCHING process to match it to relevant business users.
It is important that for every business user we create or they self register they enter in there business home location + the radius in KMS like how far they want to travel from their business location for new work. Then if a lead is submitted by a user within their location = radius in kilometers it will match to that business user and then SMS = email them a new lead has matched to their business.
Again the system is not complex but its important you understand. Now we will be doing multiple categories but we will start with residential pools then once completed we will launch other websites.
Budget is $299 + a bonus completion payment of $100 once we can confirm everything is working as it should be.
