id management system

I am looking for an experienced developer to create an ID management system for me. This system will need to provide secure access to webpages, as well as controlled access to accounts, while supporting more than 50 users. I already have a specific technology in mind, so all I require from the developer is to use this technology to create the system. The deliverable should be an ID management platform that provides highly secure, controlled, and intuitive user access.
